considered. If Your Lordship desires that action should be
taken at once on these lines I shall be glad of a telegram
to that effect. I have referred this suggestion to the
District Watch Comittee and, while two members dissented
? in Owing to their complete disability to agree with the policy of abolition, the remainder agreed, definitely on the
assumption that steps must be taken to give effect to such
policy, that the proposal to stop further registration should
be adopted.

I am of opinion that no useful purpose would be served by the appointment of a small commission from home to report on this question as I consider that any steps which are to be taken in anticipation of the visit of the League of Nations Commission can be adequately taken without
such assistance.
